settings/users: deactivating users

Super Admins, Admins and People Admins can deactivate users.

Content created by deactivated users (for example, their social posts) will remain intact.

Their profile page will be modified, to remove their contact and status information.

Where the deactivated user is the owner of a card or workboard:
- they will be removed as a member
- ownership will be assigned to the previous owner, if one exists
- if no previous owner exists, and the security is Restricted or Confidential, ownership will be assigned to the current member who was added after the deactivated user
- if no previous owner exists, and the security is Secret or Top Secret, ownership will remain with the deleted user and the status will change to "cancelled"

If the deactivated user is the owner and only member of a card or workboard:
- they will be removed as a member
- they will still show as the owner
- the status will change to "cancelled"
